A graduate of the United States Military Academy, he served five years in the Army before leaving to attend law school at Georgetown University Law Center.  His Army service included a tour as a Ranger Instructor.  He was awarded the Bronze Star, the Air Medal, and other decorations in Vietnam.  He has been inducted into the Ranger Hall of Fame.  His distinguished law career included terms as a White House Lawyer, the General Counsel and Deputy General Counsel of the Air Force and the General Counsel of the National Reconnaissance Office.  In 1986 he was nominated by President Reagan as a Judge and in June 1986 was installed as a federal judge.  In 1990 President Bush named him the Chief Judge of a U.S. Court of Appeals, and he served a five year term as the last Chief Judge of a U.S. Court of Appeals designated by a United States President. He currently serves as a partner in the Pepper Hamilton law firm in Washington, D.C.
